Allenstown’s 118-unit assisted-living facility expected to open June 15 | #seniorliving | #elderly | #seniors
On June 15, 2022, a newly built facility for seniors is due to open in Allenstown, part of a project that some in town say is the most massive they’ve seen in years.
Two years in the making and the first senior community ever built in Allenstown, Hillsbrook Village will feature both individual and assisted-living for seniors.
Meanwhile, Allenstown hopes, the business will lead to an infusion of cash for the town itself, and a spark that will lead to further growth in the area.
“The town is more involved due to the fact that there will be a new source of revenue,” said Michael Frascinella, who chairs Allenstown’s Economic Development Committee and is on the planning board. “And that means reduced taxes and reduced burden on homeowners.”
The Hillsbrook Village property is located at the intersection of Route 28 and Chester Turnpike. Currently, the land sports big dirt piles and heavy equipment roaring.
When finished, the facility will include 118 one- and two-bedroom units, cover at least 30,000 square feet, perhaps more, and will feature restaurant-style dining, social and therapeutic activities and transportation.
Town officials said the idea surfaced after voters at the 2018 town meeting, considered an important moment in their history, approved the business tax exemption.
The select board then approved the measure, opening the door for Frascinella and others to create one of the biggest construction projects in Allenstown in decades.
Everbrook Senior Living, a subsidiary of Optimus Senior Living of Southampton, Mass., liked the piece of land it saw at the Route 28-Chester intersection. The company designs senior communities.
An Optimus representative visited Allenstown for a pair of select board meetings in January 2020, bringing an artist’s conception of what Hillsbrook Village would look like if Allenstown gave the green light to Optimus.
The plan was to build a public-private partnership that would benefit both parties. Allenstown, the representative explained, was centrally located and considered an ideal spot, close to Concord and Manchester.
From there, the Optimus representative met with the planning board to officially propose building the senior center.
Keach-Nordstrom Associates submitted its site plan, which was reviewed by the Central New Hampshire Regional Planning Committee.
Adjustments and compromises followed with respect to stormwater runoff and wetland buffers. The parking and traffic concerns were calmed.
A formal Notice of Approval was posted in August 2020. Then came weeks of negotiations over the final Purchase and Sale Agreement and funding.
Everbrook Senior Living did not return a message seeking comment on its investment or financial details.
Construction – mostly the clearing of land – began last year, shortly before Thanksgiving. Frascinella said the town has its own sewer and water systems, which will add the senior home as a customer and produce another revenue stream.
Since that 2018 decision to give new or renovated businesses a break, Frascinella is proud of the business activity that has already sprung up in town.
That includes the Allenstown Aggregate Commercial Building, Allenstown Self Storage, Flame Mobile Pizza and Family Dollar.
No change in the Allenstown landscape, however, has made a bigger impact than Brady-Sullivan’s purchase of the Old China Mill, a relic from the days when the fabric-manufacturer sold its product to China.
Underutilized, with a lone business inside the vast building, the investment will fund an apartment complex, which is under construction.
The Hillsbrook Village is scheduled to be finished in June. Frascinella said the owner has already requested space for a temporary office.
He also said the town, thus far, has had no complaints.
“So far it’s been favorably received,” Frascinella said. “Everyone in town, the people I’ve spoken to, think this will help the town.”
